Cathy Harding, a long-time community volunteer, and the Kearns Crime Prevention Association (KCPA) organized a month-long graffiti removal project called ‘Operation END GRAF.’   Cathy and KCPA would comb neighborhoods to search for graffiti, then contact property owners to discuss their concerns and to secure written permission for volunteers to clean-up the graffiti.  Graffiti became a growing problem in the Kearns area and the need to eliminate tagging throughout the community became evident in order to stop the spread of increasing vandalism, criminal and gang activity.  Through Cathy’s dedication and leadership, this project spurred the community into action and solidified neighborhood relations.  It educated citizens on the importance of graffiti removal as a crime prevention strategy, which beautified public and private property and transformed the Kearns area into a more vibrant and safe community.
